    IAEA Refers Iran Nuclear Dispute to UN Security Council

    VIENNA: The International Atomic Energy Agency’s 35-member Board of Governors has voted to refer Iran’s nuclear non-compliance to the UN Security Council, marking the first such referral in 20 years and escalating an already tense dispute over Tehran’s nuclear programme and international inspections.

    The resolution, backed by the United States, Britain, France and Germany, was adopted with 23 votes in favour, three against and eight abstentions, diplomats said. Russia, China and Niger voted against the measure.

    The referral follows an IAEA finding in June 2025 that Iran was in “non-compliance” with its nuclear obligations after Tehran failed to provide adequate explanations concerning uranium traces discovered at undeclared sites.

    The latest move does not automatically mean the Security Council will impose new measures against Iran. Russia and China, both permanent members with veto power, are expected to oppose significant action against Tehran.

    Why has the IAEA referred Iran to the Security Council?

    The IAEA says Iran’s failure to provide sufficient information about undeclared nuclear material and facilities remains a major proliferation concern.

    The dispute has intensified following US and Israeli military strikes on Iranian nuclear facilities. Iran has prevented IAEA inspectors from returning to several bombed sites, including key uranium-enrichment facilities that were destroyed or severely damaged.

    IAEA Director General Rafael Grossi has warned that the agency lacks sufficient information about Iran’s nuclear facilities and enriched uranium stockpiles and cannot carry out the verification activities required to establish what remains.

    The agency estimated that Iran possessed 440.9 kilograms of uranium enriched to up to 60% purity before the US-Israeli attacks. Uranium enriched to 60% is below weapons-grade material, generally considered to be around 90%, but can be further enriched.

    The whereabouts and condition of a significant portion of Iran’s enriched uranium stockpile remain unclear.

    What happens next after the IAEA vote?

    The resolution instructs the IAEA director general to report the matter to the UN Security Council, as well as to UN member states and the General Assembly.

    Iran has strongly rejected the action, accusing Western governments of using the IAEA for political purposes. Tehran has also blamed the United States and Israel for the current crisis and rejected demands that it surrender control over its nuclear programme and oil resources.

    Iran had warned before the vote that it would retaliate if the resolution was adopted, although its initial response after the decision did not explicitly repeat that threat.

    The Security Council now faces a renewed confrontation over Iran’s nuclear activities at a time when access to Iranian nuclear sites remains restricted and the status of Tehran’s enriched uranium reserves is uncertain.

    The referral therefore marks a significant diplomatic escalation, while the lack of IAEA access and unresolved questions over Iran’s nuclear material could further deepen tensions between Tehran and Western powers.
