IOC Lifts Suspension of Russian Olympic Committee Ahead of LA 2028

LAUSANNE: The International Olympic Committee on Tuesday provisionally lifted the suspension of the Russian Olympic Committee, paving the way for Russia’s gradual reintegration into the Olympic movement ahead of the 2028 Summer Olympics.

The suspension, imposed in October 2023, followed the ROC’s recognition of regional Olympic councils in the Ukrainian regions of Luhansk, Donetsk, Kherson and Zaporizhzhia, a move the IOC said violated the Olympic Charter and the territorial integrity of Ukraine’s National Olympic Committee.

    What Conditions Accompanied the Decision?

The IOC said its Executive Board lifted the suspension after the Russian Olympic Committee confirmed it no longer conducts, and will not conduct, activities in the occupied Ukrainian territories.

However, the IOC stressed that it has not yet decided whether Russian athletes will be permitted to compete under the Russian flag, display national colours or have the national anthem played at the Los Angeles 2028 Olympic Games.

The committee added that it would continue monitoring the ROC’s activities and reserved the right to impose further measures if necessary.

What Did the IOC Say About Russian Athletes?

IOC President Kirsty Coventry said the decision reflects the organisation’s position that athletes should not be penalised for the actions of their governments.

She reaffirmed the IOC’s continued support for Ukraine while maintaining that eligible Russian athletes should have the opportunity to compete in international sporting events.

Russian athletes previously participated as neutral competitors at the 2024 Summer Olympics and the 2026 Winter Olympics.

    How Has Russia Responded?

Russian Sports Minister Mikhail Degtyarev welcomed the IOC’s decision, describing it as a significant step towards restoring Russia’s full participation in international sport.

He said the move should encourage international sports federations to reinstate Russian athletes across global competitions.

There was no immediate official response from Ukraine.

    What About Russia’s Doping Record?

Russia’s return to the Olympic movement comes amid continuing scrutiny over one of the largest doping scandals in Olympic history.

Investigations by the World Anti-Doping Agency uncovered evidence of systematic doping and manipulation of laboratory data, leading to multiple sanctions and restrictions on Russian participation in previous Olympic Games.

The IOC said appropriate anti-doping testing will remain a priority as Russian athletes prepare for future international competitions.
