    FBR Tightens Promotion Rules, Makes Financial Integrity Key Criterion

    Pakistan: The Federal Board of Revenue (FBR) has tightened its promotion and posting framework by making financial integrity a key criterion for career advancement, while expanding internal accountability measures in response to governance concerns highlighted by the International Monetary Fund (IMF).

    How Have FBR’s Promotion Rules Changed?

    FBR officials said officers’ financial integrity has become a major factor in decisions related to promotions, postings, and performance rewards.

    According to official data shared with reporters, the proportion of officers placed on a performance monitoring list increased from 2% in 2023 to nearly 40% in 2025, indicating a significant rise in scrutiny during promotion evaluations.

    The FBR’s Rating and Reward System (RRS), an internal performance management mechanism for officers in BS-17 and above, now plays a central role in assessing professional competence and integrity.

    Officials said peer-review completion rates reached 97.4%, 99.5%, and 100% over the last three evaluation cycles, providing a broader basis for promotion and posting decisions.

    What Accountability Measures Has the FBR Introduced?

    According to the FBR, the share of officers with low integrity ratings serving in sensitive Inland Revenue positions fell from 74% in July 2023 to 11% by June 2026, while in Customs, the figure declined from 71% to 9% over the same period.

    The board said 89% of key Inland Revenue posts and 91% of critical Customs positions are now held by officers with high integrity ratings.

    The FBR also reported a rise in disciplinary action, with major penalty cases increasing from 38 in FY2023-24 to 49 in FY2024-25 and 75 in FY2025-26.

    Suspensions of Inland Revenue Service and Customs officers rose from 33 in FY2023-24 to 106 in FY2024-25 and 105 in FY2025-26.

    As of April 2026, 32 officers—including 14 Inland Revenue and 18 Customs officials—had been denied postings due to integrity concerns, most of them in BS-20 and above.

    The accountability drive also led to criminal investigations, with the Federal Investigation Agency (FIA) registering cases against two officials, while an additional collector of customs was arrested on alleged corruption charges.
