    Board of Peace Unveils 15-Point Roadmap to Implement Trump’s Gaza Ceasefire Plan

    The Board of Peace on Friday released a 15-point roadmap detailing the implementation of US President Donald Trump’s proposed Gaza ceasefire plan, outlining a phased framework that links Hamas’s disarmament to a gradual Israeli military withdrawal from the Gaza Strip.

    The proposal states that Israel, Hamas and other Palestinian factions would cease military operations once the plan is approved. A detailed timetable and implementation mechanisms are to be prepared within 14 days, with the possibility of an extension if required.

    The roadmap also proposes the establishment of the National Committee for the Administration of Gaza (NCAG) to assume administrative responsibilities in the enclave. Progress from one phase to the next would depend on independent verification that all commitments under the previous phase have been fulfilled.

    A newly created International Verification Committee (IVC) would monitor compliance with the ceasefire and verify whether both parties have met their obligations throughout the implementation process.

    How would Gaza be governed under the proposed plan?

    According to the roadmap, Gaza would be administered under the principle of “One Authority, One Law, One Weapon.” The NCAG would govern the territory in accordance with Palestinian law and relevant international standards.

    The plan calls for newly trained Palestinian police personnel to be integrated into existing police structures after comprehensive vetting. Those who fail to meet the required standards would be offered civilian positions instead. All police weapons would be transferred to the authority of the NCAG.

    The roadmap further provides that, once the process is completed, the NCAG would become the only authority permitted to hold, store and control weapons in Gaza.

    How would security arrangements and Israeli withdrawal be implemented?

    The proposal outlines a gradual, sequential and time-bound process to decommission and store Hamas’s heavy weapons, military production facilities, weapons depots and tunnel infrastructure. The process would be administered by the NCAG and directly linked to a phased Israeli withdrawal from areas currently under Israeli military control.

    The roadmap specifies that no weapons would be handed over to Israel or any non-Palestinian party during the process.

    It also proposes deploying a temporary International Stabilisation Force (ISF) to separate Israeli forces from NCAG-controlled areas. The force would monitor compliance with the ceasefire, assist in training Palestinian police, support humanitarian aid deliveries and provide operational support to the NCAG.

    The ISF would not carry out policing duties or perform functions related to the governance of Palestinian society.

    Hamas has said its weapons would only be placed into storage after Israel fully implements the agreement, reflecting the roadmap’s phased approach that ties reciprocal security commitments to Israeli withdrawal.
