    Former NADRA Chief Tariq Malik Named Among Top 25 Global Identity Leaders by Okta Ventures

    Former National Database and Registration Authority (NADRA) Chairman Tariq Malik has been listed among the world’s 25 leading figures in digital identity by US-based identity and access management firm Okta, through its venture arm Okta Ventures.

    The recognition places Malik in a curated group of global developers, policymakers, and technology executives acknowledged for their work in advancing secure digital identity systems. According to Okta Ventures, the list highlights individuals contributing to “software innovation, standards development, and strategic implementation” aimed at strengthening trust in digital transactions.

    To mark the recognition, Malik was also featured on the Nasdaq digital billboard in New York’s Times Square, alongside other international honorees.

    In his accompanying interview, Malik stressed that the effectiveness of digital identity systems depends less on technological design and more on governance frameworks capable of resisting political interference. He argued that identity infrastructure must be treated as a core component of state governance, requiring legal protections, institutional autonomy, and accountability mechanisms to maintain public trust.

    He further outlined emerging global trends in the sector, including the shift toward passwordless authentication and verifiable credentials, the development of machine-readable governance systems that embed consent and regulatory rules directly into digital architecture, and the increasing convergence of identity systems with data infrastructure and artificial intelligence.

    Drawing on his experience at NADRA, Malik noted that successful identity systems depend on what he described as “trust, utility, and governance,” emphasizing early-stage citizen benefit, inclusive registration frameworks, and visible safeguards against misuse.

    He also acknowledged resistance faced by identity reform efforts, stating that systems improving transparency or altering established power structures often encounter pushback, making institutional alliances essential for long-term sustainability.

    Malik previously completed his tenure as NADRA chairman in 2013. He currently serves as a technical adviser to the World Bank’s Identification for Development (ID4D) programme and has contributed to digital identity initiatives across Africa, South Asia, and the Middle East. He has also worked with the United Nations Development Programme (UNDP) in advisory roles on digital governance.

    Over his career, Malik has received multiple international recognitions, including listings among global digital government influencers and awards for innovation in identity systems, as well as Pakistan’s civil award Sitara-i-Imtiaz.
