The Trump administration swept into office with a noble goal: Burn federal grantmaking to the ground. Taxpayers throw hundreds of billions of dollars at nonprofits each year, propping up a massive number of special interest groups while encouraging enormous waste, fraud, and abuse. Yet while the White House made progress, cutting at least $10 billion in grants through the Department of Government Efficiency alone, the spending spigot is still mostly open and difficult to close without congressional action.
