    Russia backs Iran inclusion in Makkah defence pact

    MOSCOW: Russian Foreign Minister Sergey Lavrov has backed the possible inclusion of Iran in a broader regional security framework linked to the Makkah Joint Defence Pact, saying Tehran’s participation could contribute to stability in the Gulf region.

    Speaking at the Moscow State Institute of International Relations (MGIMO), Lavrov said Russia had proposed a Gulf security framework more than two decades ago involving Arab states and Iran.

    He said Moscow’s approach was based on bringing regional countries together to address disputes, build confidence and develop a common security framework.

    Why does Russia support Iran’s inclusion?

    Lavrov said the inclusion of Iran in an expanded regional security arrangement could represent a practical step towards the security framework previously proposed by Moscow.

    He also said other regional countries could eventually participate, mentioning Egypt and Algeria as possible additions.

    According to Lavrov, Russia would not seek a leading role in any such regional security arrangement.

    He also highlighted the improvement in relations between Iran and Saudi Arabia following the China-brokered rapprochement, saying the development had created additional opportunities for regional dialogue.

    What is the Makkah defence pact?

    Pakistan, Saudi Arabia and Türkiye signed the Makkah Joint Defence Pact on August 7, establishing a framework for defence and security cooperation among the three countries.

    The pact provides for coordination through a Strategic Political and Defence Committee, whose inaugural meeting was held in Istanbul on August 31.

    Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar said on August 9 that the agreement remained open to countries willing to uphold its core principles. He described the pact as defensive in nature and said it was not directed against any country.

    The agreement was signed amid heightened regional tensions following the outbreak of conflict involving Iran, the United States and Israel.

    Lavrov’s comments come as regional states consider wider security cooperation amid continuing tensions in the Gulf and concerns over regional stability and maritime security.

    Any expansion of the Makkah framework to include Iran would require agreement among the existing members and clarity on the terms and scope of Tehran’s participation.
