Pakistan’s recent cooperation with Russia regarding the issue of illegal migration and drugs trafficking is significant as it is bringing Islamabad increasingly in the mainstream of Pakistan’s proactive and responsible activities in the region for enhancing regional security cooperation. Signing an agreement with Russia’s Interior Minister, Vladimir Kolokoltsev, on the sidelines of the Shanghai Cooperation Organisation meeting in Bishkek, the Interior Minister had highlighted that building a coordinated institutional response to modern threats was important, as opposed to taking isolated action between the two countries.
But Pakistan has been occupying a most important geographical and strategic junction of South Asia, Central East and Central Asia for long. This location puts it in the middle of migrating and crossing-border movements. Throughout the years, Pakistan’s commitment to serving one of the largest numbers of refugees in the world, with million of Afghan nationals welcomed and managed at various times, showcases humanitarian responsibility and administrative strength. Meanwhile, changing regional dynamics have necessitated better regulation of undocumented migration, better governance of the borders and national security with organized systems.
The new agreement with Russia will build on these efforts by strengthening cooperation and sharing information, identifying illegal migration patterns and cooperation for repatriation. The cooperation will also give Russia a strategic benefit, as the Central Asian routes also represent one of the problems the country is having with regard to narcotics inflows. It is a testament to Pakistan’s efforts to aid global efforts against narcotics and a reminder of their successful implementation of security reforms.
The trans-border movement of migrants in the region is also an intricate matter, especially in the aftermath of the recent changes in the political and security environment in Afghanistan. For decades, Pakistan has dealt with regional turmoil in addition to massive migration across both regions and borders. Over the past few years, there has been a concerted effort by the country to better control migration of foreigners, enhance documentation procedures, and make the immigration process more transparent and lawful. The steps are designed to further beef up the national databases, border controls, and to exclude exploitation by human trafficking networks.
