      Is Russia Planning Something Big With Pakistan?

    Pakistan’s recent cooperation with Russia regarding the issue of illegal migration and drugs trafficking is significant as it is bringing Islamabad increasingly in the mainstream of Pakistan’s proactive and responsible activities in the region for enhancing regional security cooperation. Signing an agreement with Russia’s Interior Minister, Vladimir Kolokoltsev, on the sidelines of the Shanghai Cooperation Organisation meeting in Bishkek, the Interior Minister had highlighted that building a coordinated institutional response to modern threats was important, as opposed to taking isolated action between the two countries.

    But Pakistan has been occupying a most important geographical and strategic junction of South Asia, Central East and Central Asia for long. This location puts it in the middle of migrating and crossing-border movements. Throughout the years, Pakistan’s commitment to serving one of the largest numbers of refugees in the world, with million of Afghan nationals welcomed and managed at various times, showcases humanitarian responsibility and administrative strength. Meanwhile, changing regional dynamics have necessitated better regulation of undocumented migration, better governance of the borders and national security with organized systems.

    The new agreement with Russia will build on these efforts by strengthening cooperation and sharing information, identifying illegal migration patterns and cooperation for repatriation. It also includes provisions for enhanced cooperation between the two countries’ security players, with legal and transparent migration management. This is in line with the overall vision of Pakistan to modernize immigration systems on the country to make them in line of International standards and meet the accountability and control bill of demands.

    One of its elements also highlights the struggle against trafficking in narcotics, the latter being one of the most serious transnational threats to the region. Afghanistan is believed to be the world’s largest producer of opium and is said to have one of the largest shares of the global supply of opium. This has also thrust surrounding transit countries, such as Pakistan, into the spotlight in dealing with international counter-narcotics as well. Pakistan has been an active player in response to this menace by implementing the enforcement mechanism, maintaining surveillance on the Pakistan-Afghanistan and coordinating with foreign countries. Each year, numerous operations are carried out by appropriate agencies that intercept narcotics transportations and disrupt trafficking networks using a tricky route through rough terrain and permeable borders.

    It is now helping to further empower these efforts through the cooperation it is providing with Russia in the area of intelligence sharing related to trafficking routes, coordination on trafficking related enforcement measures and strengthening of legal methods for the prosecution of criminal networks. The cooperation will also give Russia a strategic benefit, as the Central Asian routes also represent one of the problems the country is having with regard to narcotics inflows. It is a testament to Pakistan’s efforts to aid global efforts against narcotics and a reminder of their successful implementation of security reforms.

    The trans-border movement of migrants in the region is also an intricate matter, especially in the aftermath of the recent changes in the political and security environment in Afghanistan. For decades, Pakistan has dealt with regional turmoil in addition to massive migration across both regions and borders. Over the past few years, there has been a concerted effort by the country to better control migration of foreigners, enhance documentation procedures, and make the immigration process more transparent and lawful. The steps are designed to further beef up the national databases, border controls, and to exclude exploitation by human trafficking networks.

    Cooperation with Russia is now made more formal and Pakistan is building up a network of international partnerships to better tackle these challenges. The agreement ensures improved coordination in verifying travel documents, sharing security information, and the repatriation of illegal residents using proper legal channels. It also aids capacity building of border institutions and in strengthening Pakistan’s capacity to address the new migration patterns in a systematic manner.

    The development is a sign of the increasing role of multilateral platforms, like the Shanghai Cooperation Organisation, which involves member countries with a large population and economic output share. Pakistan’s active participation in this mechanism reflects its efforts for stability in the region, for collective security and for cooperation in diplomacy with important world powers.

    Overall, the Pakistan-Russia agreement signals a strengthening of ties between the two countries in areas of critical security importance. It highlighted Pakistan’s consciousness as a responsible regional power which is committed to dealing with regional problems with cooperation, strategy and strengthening institutions. This pact strengthens Pakistan’s stance as a major player in the region in stabilizing the region and pakistan commitment towards lawful, structured and effective security governance in a changing geopolitical scenario.
